[:ja]不誠実な対応を続ける仙台PS 新市長は自主アセスを求める意向[:en]Untrustworthy Approach of Sendai PS: New Mayor Intends to Ask Voluntary EIA[:]

[:ja]アセス法の対象規模をすり抜けて情報をひた隠しにし、住民の声も無視し続けてきた仙台パワーステーション(以下、仙台PS)(関連記事参照)ですが、その不誠実さはとどまるところを知りません。

約4万人の市民からの反対の声にも仙台PSは耳を貸さず

2017年3月8日、仙台パワーステーションはこれまで断固として拒否していた事業説明会を実施しました。告知期間が短く開催日時や場所は、とても参加者に配慮されたものではありませんでしたが、蓋を開けてみると約500名の参加者が集まり、立ち見が出るほど。仙台PSは、冒頭部分を除いてマスコミを締め出そうとしたために参加者からいっせいにブーイングを浴び、参加していた市議や県議の交渉などによって渋々撮影を許可するという波乱の幕開けとなりました。質疑応答では「法に則って事業を進めている」「文書で住民コミュニケーションを進めてきた」と一方的に主張し続けます。公害防止協定で定められている「環境情報の公表や地域住民とのコミュニケーションを積極的に行うこと」を守るつもりはないようです。

4月から5月にかけては、地元で反対運動を続けてきた「仙台港の石炭火力発電所建設問題を考える会」(以下、考える会)、仙台PSの試運転と操業中止を求めて署名活動を実施し、わずか2ヶ月間で22,813筆を集めました(7/4現在では39,618筆に至っています)。5月末に宮城県知事と仙台市長に提出し、6月1日には仙台PSに報告を郵送しています。しかし仙台PSは2万人を超える市民の反対に耳を傾けようとせず、6月12日の午後8時に試運転を開始し、翌13日にウェブサイトでそのことを公表しました。この試運転強行に対しては「考える会」が抗議声明を発表したほか、気候ネットワークと国際環境NGO FoE Japan、国際環境NGO グリーンピース・ジャパンが連名で抗議文を送付しています。

この後も7月19日には発電を開始、26日には石炭を投入し、考える会や複数の環境団体から批判を浴びています。

新市長は自主アセスを求める意向 「仙台を石炭火力が集積する場所にはしない」

怒っているのは市民だけではありません。宮城県や仙台市も、仙台PSの強引な試運転開始に対して批判的なコメントをしました。なぜなら、県や市は試運転に先立って報告をするよう仙台PSと約束をしていたからです。これに対して仙台PSは「約束した事実はない」と反論し、泥沼の様相です。このような仙台PSの一連の動きや石炭火力をめぐる情勢に懸念を大きくした市長は、6月29日、環境省と経産省を訪れて国の規制を求める要望書を提出しました。また、7月23日に新市長に当選した郡和子氏は、事前の公開質問状への回答の中で、仙台PSに自主的アセスを求めたいとしています。仙台PSヘの逆風は強まる一方です。

10月に営業運転開始予定とされ、これまでのやり方を踏まえれば仙台PSは何が何でも予定通りに実施しようとするでしょう。同規模の石炭火力発電所を計画していた前田建設株式会社は、パリ協定など昨今のエネルギーをめぐる情勢を踏まえて、石炭を使用することを中止しました。仙台PSは、気候変動対策の喫緊性を認識し、事業自体を取りやめるべきです。

仙台PSには自ら情報を公開する姿勢が著しく欠けていますが、その中にあって説明会を開催させ(6月には追加開催)、マスコミの撮影を許可させ、資料をウェブサイトに掲載させるようこぎつけたことは、住民が粘り強く、議会や行政を巻き込んで活動を続け、事業者に意思表示をしてきたことの成果です。これによって、仙台港の石炭火力発電所に関する問題点(仙台PSだけではなく仙台高松発電所についても!)がメディアに取り上げられ、多くの人の関心を高めることとなりました。もちろん市民は、ここで追及の手を緩めるつもりはありません。営業運転を阻止し、事業を撤回させるまで戦います。

Sendai PS Ignores the Voice of 40 Thousands of Citizens

On March 8th, 2017, Sendai PS had an explanatory meeting after firmly refusing to do so for a good while. Although the notification period was short and the choices of date, time and place were clearly inconsiderate, there were almost 500 participants, even with some standing listeners. The opening was rather chaotic: boos were casted upon the Sendai PS for its attempt to shut media press out after the head speech. After the negotiation with city and prefectural council members, it reluctantly allowed to open to the press. During questions and answers session, its one-sided assertions such as, “The project complies with the law,” and “Communications between the local residents have been conducted via documents,” was noticeable. There was no sign of them “disclosing the information and actively having conversations with local residents” as it is written in the Agreement on Pollution Prevention.

From April to May, the group for protesting the coal-fired power plant at Sendai Port (so called the Anti-Coal Sendai) started the campaign to collect petitions against Sendai PS operation. The number of petitions reached 22,813 within two months (as of July 4th, it reached 39,618). They submitted the petitions to Miyagi Prefectural Governor and Sendai Mayor at the end of May, and sent the report to Sendai PS on June 1st. Sendai PS. However Sendai PS did not listen to the voice from more than twenty thousands of citizens, announced on its website on June 13th the onset of trial run at 8:00 p.m., June 12th. To make a protest against decision of Sendai PS, Anti-Coal Sendai issued a protest statement and Kiko Network, FoE Japan, Greenpeace Japan and other NGOs also posted a joint statement.

Even after these actions, Sendai PS started the electricity generation on July 19th, then threw coals (step forward to practical generation using coals) in on 26th, which led severe criticism from Anti-Coal Sendai and several environmental groups.

New Mayor intends to ask voluntary EIA “Not to make Sendai a place to pile up coal”

It is not just citizens who are angry. Miyagi Prefectural Governor and Sendai Mayor also alarmingly commented on the forceful test run of Sendai PS. They are critical because they made deal with Sendai PS to inform its test run to the prefecture and the city beforehand. Sendai PS objected this argument saying “There are no such deal.” The situation appears to be bogged down. The Mayor who seriously concerns the circumstance of Sendai PS and coal-fired power plant as a whole visited Ministry of the Environment and Ministry of Economy, Trade and Industry and demanded it to regulate at the national level on June 29th. The newly elected Mayor Ms. Kazuko Kori (elected on July 23rd) remarked in answering open questionary letter that she would request Sendai PS to conduct voluntary EIA. Sendai PS apparently faces a headwind.

The commercial operation is scheduled on coming October. Sendai PS will bull through this, presumably. Another construction company, Maeda Corporation, which was once planning to construct coal-fired power plant as same scale as that in Sendai canceled the usage of coal, concerning the global direction surrounding the Paris Agreement. Sendai PS must recognize the urgent necessity of climate change action and abandon the project.

Despite the delinquent attitude of Sendai PS, local residents have continuously taken various actions and made Sendai PS to hold an explanatory meeting. Even additional explanatory meeting was held in June. This resulted in a growing interests and number of media coverage relating this coal-fired plant issues, not only Sendai PS but also Sendai Takamatsu power plant. Of course the citizens would never relax their efforts on pursuit. The battle will continue until the stop of operation, and eventually, the withdrawal of the project itself.[:]
